Tosca Bruno-van Vijfeijken

Tosca Bruno-van Vijfeijken has worked on international development and civil society issues for 30 years, in practice, in academia and as independent consultant.

Before launching her consulting practice, Five Oaks Consulting, Tosca was the Director of the Transnational NGO Initiative at the Maxwell School of Citizenship and Public Affairs at Syracuse University, USA. There, Tosca focused on the governance, leadership and effectiveness of INGOs. She directed, among others, the TNGO Leadership Institute which offered senior leadership training to hundreds of NGO leaders, including large global INGOs such as ActionAid, Amnesty, Greenpeace, Oxfam and CIVICUS as well as global South-founded NGOs, and smaller size organizations.

Tosca also led several assessments of the effectiveness with which major global INGOs have engaged in large scale organizational change processes, and worked on evaluation. She also served as board member of InterAction, Public Interest Registry and ProLiteracy.  In 2019, Tosca transitioned to an occasional engagement with the Maxwell School as Moynihan Research Fellow. 

As Principal Consultant at Five Oaks Consulting, Tosca offers value to senior leaders in INGOs on change management, leadership development and coaching, organizational culture, evaluation, diversity and inclusion, gender and leadership and feminist leadership and virtual team leadership. Earlier, Tosca worked at the European Center for Development Policy Management in the Netherlands, and in Cambodia for the UNTAC peacekeeping operation, UNDP as well as the US INGO PACT.  Tosca also served at the World Bank in Washington DC, USA and in Vietnam for six years.
